THE STATE ECONOMY

State employment growth in 1997 is modest. State employment growth
ranks in 40th place based on latest data available for 1997 (see
Figure 1). States of comparable size are growing much faster than
New York. The State's lackluster pace of job growth is also being
surpassed by our neighboring states.

Figure 2 indicates that Suffolk County and Manhattan have seen job
growth which lags the nation, while the majority of the State has
lagged even further behind. Manhattan alone accounts for 43 percent
of new jobs in the State.
No upstate region experienced job growth above 1 percent. For
example, Southern Tier region had 0.9 percent growth, and Capital
and Western New York region had a 0.7 percent increase. The Finger
Lakes and North Country had virtually no job growth, while Mohawk
and Central New York region were at the middle, with a 0.4 percent
and 0.6 percent job growth, respectively.
Data like the above just demonstrates what we have been saying all along:
1. Upstate is an economic disaster
2. We must change what's not working for us
3. Downstate is doing much better and has little reason to change
4. Downstate has all the votes and all the political power
5. It's time to form our own state (51st) made up of 40+ counties
6. We must immediately begin to re-build our economy
